Welcome to Dosar.app. By accessing or using the website, bot, or related services operated under the Dosar.app brand, you agree to these Terms of Service. If you do not agree, you must not use the Service.

1. Scope of the Service

Dosar.app is an independent informational and software-based resource that allows users to manually check and view publicly available dossier-related information based on records collected from public sources.

At the current stage, Dosar.app provides manual lookup functionality through the website and Telegram bot, displays information based on records available in Dosar.app’s database compiled from publicly available sources, does not currently provide paid subscriptions, automatic monitoring, or guaranteed alerting services, and does not create user accounts on the website.

Certain features may be added, changed, suspended, or removed at any time.

2. No Government Affiliation

Dosar.app is an independent service. Dosar.app is not affiliated with, endorsed by, authorized by, or officially connected with the Romanian government, ANC, the Ministry of Justice, any embassy, any consulate, or any other public authority or institution.

References to public authorities or public sources are made for informational purposes only.

3. No Legal or Immigration Advice

Dosar.app does not provide legal advice, immigration advice, case strategy, representation, or any other professional advisory service.

Nothing on the website, in the Telegram bot, or in any communication from Dosar.app should be interpreted as legal, immigration, or professional advice. Users should consult a qualified lawyer or authorized representative for legal or immigration matters.

4. Informational Nature of the Service

The Service is provided for general informational purposes only.

Information displayed through Dosar.app may be incomplete, delayed, outdated, unavailable, inaccurate, or inconsistent with the original public source. Dosar.app does not guarantee that any information shown through the Service is accurate, complete, current, error-free, or suitable for any specific purpose.

Users remain solely responsible for independently verifying important information with the relevant official or original source.

5. Public Source Data

Dosar.app may compile, structure, search, and present data derived from publicly available sources. Dosar.app does not claim ownership over official public records and only provides an independent interface and informational layer for easier access and lookup.

Public source availability may change without notice. If a source changes, becomes unavailable, blocks access, or modifies content, Dosar.app may stop working properly or may display incomplete results.

6. Permitted Use

You may use the Service only for lawful, personal, and legitimate informational purposes.

  • use the Service in violation of any applicable law or regulation;
  • interfere with the operation, security, or integrity of the Service;
  • attempt to scrape, copy, mirror, reverse engineer, or exploit the Service in an abusive or unauthorized way;
  • use bots, scripts, or automated systems to overload or disrupt the Service;
  • misuse referral functionality, including self-referrals, fraudulent referrals, or artificial traffic generation;
  • use the Service to mislead third parties into believing that Dosar.app is an official or government-operated platform.

7. Telegram Bot

Dosar.app may also be available through a Telegram bot. When a user interacts with the Telegram bot, certain data may be received from Telegram, and some features may be available only through Telegram.

If a user chooses to open the Telegram bot from the website, the website may include the dossier number and year in a Telegram deep link so the bot can continue the requested lookup flow.

The Telegram bot is provided on an “as is” and “as available” basis. Telegram is a third-party platform not controlled by Dosar.app, and we are not responsible for Telegram outages, restrictions, delays, or policy changes.

8. Referrals

Dosar.app may offer invite or referral functionality. We reserve the right to limit, reject, cancel, modify, suspend, or remove any referral program, referral link, invitation mechanism, or related benefit at any time, with or without notice.

We may invalidate referrals that we reasonably believe are abusive, fraudulent, misleading, duplicated, self-generated, or otherwise inconsistent with the intended purpose of the referral system.

9. No Promise of Future Features

Any mention of future features, including automatic updates, automatic monitoring, alerts, subscriptions, pricing, or paid plans, is informational only and does not constitute a binding promise or commitment.

We may decide not to launch, delay, modify, or discontinue any future feature at our sole discretion.

10. Intellectual Property

The Dosar.app website, software logic, database structure, design, branding, layout, content selection, and related materials are protected by applicable intellectual property laws, except for third-party or public-source materials that remain the property of their respective owners.

You may not copy, reproduce, republish, sell, distribute, modify, or create derivative works from the Service or its content except as permitted by law or by our prior written consent.

11. Availability and Service Changes

We may change, update, interrupt, suspend, or discontinue any part of the Service at any time without liability.

We do not guarantee that the Service will always be available, secure, accurate, uninterrupted, or free from bugs or harmful components.

12. Disclaimer of Warranties

To the maximum extent permitted by applicable law, the Service is provided on an “as is” and “as available” basis, without warranties of any kind, express or implied.

We disclaim all warranties, including any implied warranties of merchantability, fitness for a particular purpose, non-infringement, accuracy, availability, reliability, and suitability of the Service.

13. Limitation of Liability

To the maximum extent permitted by law, Dosar.app and its operators, affiliates, contractors, and service providers shall not be liable for any direct, indirect, incidental, special, consequential, exemplary, or punitive damages, or any loss of data, profit, revenue, opportunity, goodwill, or business arising out of or related to use of or inability to use the Service, reliance on information displayed through the Service, delays, errors, omissions, inaccuracies, interruptions, changes to public sources, third-party platforms, unauthorized access, technical failures, or security incidents.

If liability cannot be fully excluded under applicable law, it will be limited to the minimum extent permitted by law.

14. Indemnification

15. Privacy

Your use of the Service is also governed by our Privacy Policy, which explains how we process information related to the website and Telegram bot.

We may update these Terms from time to time. The updated version will become effective when published on the website with a revised “Last updated” date. Your continued use of the Service after changes are published means you accept the updated Terms.

17. Governing Law

These Terms shall be governed by and construed in accordance with the laws determined by the operator of Dosar.app, without regard to conflict of law rules.
